If it is the meltdown part, that is a self oscillating analog delay pedal, similar to the hello time bomb solo that dave genn did. Any analog delay can do this, along with many other delays, fuzz medals, etc., essentially the repeats feed back into the clean signal, causing it to overload, and get that awesome, boiling and torn up tape type sound. It's quite fun, though most people who are casual music fans HATE it.
