That 70's Show - started off good, has its moments, but as characters age so must a show fade into mediocrity, finally settling in crap.

The Office - U.S. version is potentially humourous but doesn't pull it off. The U.K. version is too annoyingly ridiculous.

Arrested Development - I just don't find it funny. It's a good show to watch, but i never expect to laugh.

Simpsons - this show needs to die. i dont know how it's lasted that long. i love Matt Groening, but this show is just so weak humour-wise.

Family Guy - incredibly funny. but the random segueys are so numerous that it's making the show monotonous.

Scrubs - This was my vote. It's hilarious (though not as much as FG), has great characters, is self-aware, and on top of all that can pull the heartstrings effectivly. The episode where Dr.Cox's best friend (Brendan Fraser) shows up at the hospital while Cox is feeling blue, and they both have to go to his son's first birthday party

SPOILER (Highlight to View)
but then it turns out that Brendan Fraser's character was dead and only in Cox's imagination, and that the birthday party was really Brendan's funeral
That was such a brilliantly sad moment. Scrubs has the rewatchability, the humour, and the drama. It wins hands down.
