well, as far as my understanding goes, you don't need permission to cover a song unless it's for an album. playing songs live isn't a problem.

though I could be wrong.

Yeah, I don't think you need permission to play a cover live, just if you're going to release it and make money out of it.

 

if, in theory, you were to play it in concerts then you would be.

look up mechanical licensing in canada. if you distribute a cover, even if it wasn't by the artist, someone is liable to pay the original composer for it's use. playing it in a concert falls under that category as well. you don't necessarily have to release it comercially to get sued.
